Executive Summary

This Key Note Market Update analyses the UK electricity market in terms of production, consumption, supply and demand. According to figures from the Department of Energy and Climate Change (DECC), total electricity demand in the UK declined by 2.7% in 2011. Energy demand has fluctuated considerably in recent years, largely due to the adverse economic conditions.
The electricity market can be divided into two major sectors: domestic and industrial. Other major segments, in terms of consumption, include transport and the iron and steel industry. The domestic sector represents the most significant source of electricity consumption in the UK, slightly ahead of the industrial sector. Both sectors, however, have exhibited fluctuating consumption, again due to adverse economic conditions, culminating in considerable decline over the last 5 years.
The major issue currently affecting the electricity industry, along with the entire energy industry, is the UK’s commitment to reducing carbon emissions. While this is unlikely to impact electricity consumption, major changes will be required in the fuel mix used in generation. With government plans to decarbonise the electricity market by 2030, massive amounts of investment will be required — from both the public and private sectors — in terms of both transmission and generation.
In order to achieve this, the Government is in the process of drafting its electricity market reform (EMR), outlining a number of measures to reduce carbon emission, encourage investment in renewable or low-carbon fuel and technologies, and securing security of supply. Through these measures, the Government hopes to attract significant investment to help it reach the £110bn that is needed by 2020 in order for the UK to meet its European and national commitments.
Forecasts for the future demand of electricity are hugely dependent on general economic factors. As such three variable scenarios, dependent on future economic growth, have been incorporated into the predictions in this report. Depending on the scenario, UK electricity demand could decline by as much as 4.8% over the next 5 years, or grow by up to 2.7% in the same period.
