The building materials market had a good start in 2012, paralleling the positive performance of the construction sector in the first half of the year. The construction works’ annual advance over the period was propped by the administrations’ rush to spend the public resources before the June local elections.

Nonetheless, the construction works volume started losing grounds abruptly beginning with July and the situation on the market deteriorated in H2/2012, affected by the political turmoil in Jul-Aug when all public investments were virtually frozen and further by the government’s decision in autumn to cut down infrastructure funding. In addition to the declining orders, the state arrears to the construction companies continued to affect not only the building firms, but the entire chain of construction projects, including construction materials producers. Smaller players in particular are struggling with liquidity problems, which add to the pressure exerted by increasing costs.

Under such circumstances, the cement production stagnated y/y in full-year 2012, after having increased by some 6% y/y in H1, according to market players’ estimates.

The brick market continued downwards throughout the entire year, in line with the similar tendency of residential construction works. In 2012, the demand mostly came from small residential projects in rural area. The situation does not show signs of recovery in the short run, as the number of residential building permits issued in 2012 shrank by 4% y/y and was at the lowest level in the past seven years.

The construction materials market maintains enough growth prospects in the future, but in the short run the situation remains rather uncertain and volatile, linked to a wide range of factors, but mostly relying on public spending and confidence of consumers and investors to support growth of the construction sector.
