Executive Summary

Despite ongoing economic pressures and continued cuts across budgets in both the private and public sectors, the contract cleaning market has continued to observe year-on-year growth over the past 5 years, although this slowed significantly in 2012. While the occurrence of a number of large-scale events over the past year — such as the Queen’s Diamond Jubilee celebrations and the London 2012 Olympic and Paralympic Games — have helped to go some way towards driving demand for cleaning services, the effect that this has had has been dampened somewhat by the UK’s return to recession in the first quarter of 2013. The highly competitive nature of the market has also resulted in downward pressure on companies to keep prices low, and, as a result, a number of cleaning firms, particularly small- to medium- sized enterprises (SMEs) have struggled to stay afloat.

The dominance of facilities management (FM) firms within the contract cleaning market has also had negative implications for smaller cleaning firms. FM firms, which offer a wide range of services alongside cleaning, such as catering, building maintenance and security, can often provide more efficient, ‘packaged’ solutions to client organisations, which have increasingly sought to achieve the best value for money when choosing to outsource such services. Bundled service solutions, which are often seen as more competitive in terms of price, have become particularly popular among public sector departments and local councils, which have come under increasing pressure in recent years to limit their spending, in a bid to adhere to the Government’s strict austerity measures.

Although some companies operating within the contract cleaning market —particularly those with greater resources and a wider reach, such as FM firms — have made some headway towards improving staff efficiency by implementing career progression prospects and more formal training courses, generally-speaking, the industry has continued to suffer from a high staff turnover.

Green issues and a drive towards sustainable cleaning practices have become increasingly noticeable across cleaning operations in recent years, fuelled by a rise in demand from client organisations, which have become more and more concerned with ensuring corporate responsibility is maintained. As such, cleaning firms have introduced a range of new ‘green’ measures in order to meet this growing area of demand, such as daytime cleaning or more energy-efficient cleaning equipment.

The ongoing economic fragility, along with the highly competitive nature of the industry and the implementation of the Government’s austerity measures across public sector departments and local councils, will mean that contract cleaning firms, particularly SMEs, will continue to struggle to achieve growth over the next few years. However, the rising popularity of ‘bundled’ service contracts is likely to continue to strengthen the position of FM firms within the market and may result in a greater number of contract cleaning firms diversifying into new areas of the services market, e.g. catering or security, over the coming years, in order to attract new business.
