BMI View: While growth in non-hydropower renewable generation and capacity is expected to see only aslight uptick in 2016 over 2015, our outlook for the Dutch renewables market in the medium term continuesto improve. Particularly offshore wind power has received new impetus, leading us to significantly reviseour 10-year forecast upward. As the applications for the first SDE+ and Offshore bidding rounds are underreview, we expect the increase in the SDE+ budget to EUR8bn and the offshore bill to lead to a variety ofnew development opportunities. Whether these measures are implemented in time for the Netherlands tomeet its 2020 and 2023 targets remains to be seen.

Latest Updates and Structural Trends

- Overall growth in non-hydropower renewables generation and capacity is expected to reach 5.2% and8.6% respectively in 2016.

- The first SDE+ round in March/April 2016 received 3,354 applications valued at EUR8.15bn, more thandouble the funding amount of EUR4bn for this round. Projects for renewable electricity constituted thelargest share in application numbers (3,128), with a majority for solar (3,104) followed by onshore wind(21) and hydropower (3), with a total value of almost EUR1.5bn.

- The first round for the Borssele I and II (each 350MW) offshore projects received 33 applications fromcompanies including Shell, RWE and Nuon Energy. Results are expected for August 2016, with thesecond round for Borssele III and IV (320MW and 350MW) to take place in September this year.Overall, about 3.5GW of offshore wind power projects will be funded through the programme over thenext five years.

- According to Eurostat, the Netherlands is significantly behind on the path to its 14% renewable energy by2020 target. While the country's National Renewable Energy Action Plan expected renewable energylevels to stand at 7.7% in 2014, they only reached 5.5%.

- The Dutch government previously increased funding for the SDE+ programme from EUR3.5bn in 2015to EUR8bn in 2016. The funds will be made available in two rounds, each worth EUR4bn.
