BMI View: With the mobile penetration rate now at around 190%, Kuwait's mobile operators are focusedon new ways of generating revenue growth. All of Kuwait's mobile network operators have launched LTEservices, and we expect the 4G LTE and LTE-A services to provide operators with a way of stabilisingaverage revenue per user in the medium term, as well as to improve their subscriber mix by offeringattractive data bundles on postpaid contracts. Over the coming two years, we expect particularly strongopportunities in the broadband market, where the absence of a strong regional player or any of the existingmobile players means that highly lucrative multi-play services have yet to become established.

Latest Updates & Industry Developments

- Monthly blended average revenue per user (ARPU) continued to decline in the face of intensecompetition, to USD23.7 in December 2015. Despite a boost from data services, ARPU will decline toUSD22.7 by the end of 2017 and further to USD22.6 by the end of 2020.

- Efforts to migrate customers to higher-value services will result in strong growth in the 3G/4G market,where we project the number of subscriptions to rise from 4.6mn in 2016 to 5.4mn, or 76.2% of totalmobile subscriptions, by 2020.

- The broadband market also holds significant growth capacity, with penetration remaining lowconsidering income levels in Kuwait and in a regional context. We forecast the market to reach 957,000subscriptions and a 23.9% penetration rate by the end of 2016. We forecast this to rise to 1.0mn by 2020,for a penetration rate of 23.7%.

- Three key trends are emerging in Kuwait in response to intense competition. Operators are looking toimprove customer services, increase data usage and expand the range of non-voice and enterprise-facingsolutions. We expect these to remain the dominant trends over the coming years.
