The Italian mobile market is saturated and the penetration rates of over 142% give testament to the maturity of the market. However, the market also supports a large number of inactive prepaid accounts and the quarterly reduction of such accounts from subscriber data will result in negative market growth over our five year forecast. Price competition is fierce in the market and the recent consolidation efforts will not lower aggressive competition as a new player, Iliad, from France will enter the Italian mobile sector to fill the void left by the merger of Wind and 3 Italia. Iliad is likely to engage in a stiff price competition as it did in France. Nevertheless, the mobile market remains a challenging environment where 75% of the users are prepaid, low value subscribers. The migration of customers to post-paid plans, together with upselling premium services, could have a positive impact on ARPUs but Iliad's strategy over the next 12 to 18 months will be crucial in setting up the new competitive dynamics of the market.

- WIND and 3 Italia received approval from European antitrust authorities for their proposed merger in September 2016. The combined entity is expected to invest over EUR7bn in developing its joint network infrastructure as it is set to become Italy's largest mobile operator catering to over 30mn subscribers.

- France-based Iliad is set to enter the Italian market to fill the void left by the 3 Italia and WIND merger. Iliad will procure some spectrum and network assets from WIND and 3 Italia and is expected to invest over EUR450mn in procuring towers and 35MHz of paired spectrum. Iliad may be looking to replicate the disruptive market strategy it successfully employed in France but we are of the opinion that competition is already very high in the Italian market with operators giving lucrative incentives and low tariffs to lure clients.
