The European mobile market has reached such high penetration levels that there is little room for further growth in the voice sector. Competition has adversely affected ARPU, while operators have had to absorb the cost of spectrum licences and network upgrades in the light of declining revenue across the board. Revenue has been deeply affected by pressure on pricing as well as by regulatory measures related to termination rates and, significantly, roaming charges within the EU. To address this, operators have focussed on fixed-mobile convergence, by which they have been able to offer and expand on bundled services. By doing so, they are capitalising on a continuing trend among consumers. In addition, network upgrades, particularly with HSPA+, LTE and LTE-A technologies, have helped operators to manage network stress caused by consumers' escalating demand for mobile data.

Mobile data use has grown rapidly in line with the greater availability of cheaper and more capable handsets and devices, as well as by improved network infrastructure and capacity. In most markets, continuing growth is largely in the 4G sector as subscribers migrate from 2G and 3G networks. Although the proportion of data to overall revenue is riding steadily, revenue growth from data services is stubbornly low. This is partly attributed to market pressure on pricing, but also to the reluctance among consumers to be charged a premium. To this end, the launch of a new LTE service generally does not involve a premium price for customers migrating to new network services.
