Russia is engaged in a major military modernisation initiative. The country is investing heavily in its armed forces after several years of stagnation in the defence sector following the end of the Cold War. At the same time, the country is facing a number of security threats in the domestic, regional and international domains; a second factor which is also spurring the upsurge in defence spending. In addition, the country's defence manufacturers are enjoying increased demand for their products as a result of increases in defence spending in the Asia-Pacific and Latin American regions, plus a resurgence in arms purchases from Russia's traditional markets in the developing world, notably Africa.

Russia's armed forces have arguably languished since the end of the Cold War. The relaxation of tensions between east and west saw Russia exploiting the peace dividend and reducing investment in its armed forces. However, this had the effect of accelerating obsolescence as regards the quality and quantity of materiel available to the Russian armed forces. Military interventions in Chechnya and the Caucuses, and more recently in Georgia and Ukraine have underscored the need for the wholesale modernisation of the Russian armed forces. As a consequence of this, the Russian government has exploited increases in the global oil price, to plough hydrocarbon remittances back into its military modernisation initiatives.
