The Serbian market is saturated and operators are looking to new services to sustain revenuegeneration. Obstacles to this goal include the fragmented nature of the wireline market, the continued dominance of state-owned Telekom Srbija and entrenched expectations for low pricing. There is little regulatory or commercial incentive to develop the wireline market, but with Serbia Broadband (SBB) acting as a focal point for consolidation and EU regulations slowly being adopted, the outlook is brightening.
