BMI View:
Major planned overhauls of the country's regulatory and fiscal regimes as well as progress in the government's LNG Independent Power Producer (LNG IPP) procurement programme are positive developments for South Africa's oil and gas sector. However, progress has been slow so far and this will limit upstream potential in the short to medium term. Slow production growth and inefficient refining sector will make South Africa increasingly reliant on gas and refined products imports.

- South Africa does not have a vast proven conventional hydrocarbons reserves base, but holds a substantial offshore and unconventionals potential. However, exploration remains heavily constrained by regulatory uncertainties as well as low oil price environment, which disincentives costly high-risk exploration activities. Consequently, we believe the country's oil reserves will contract from 13.8bn barrels (bbl) in 2015 to 5.6mn bbl, while gas reserves will shrink from 28.8bcm to 13.0bcm during the same period.
