Introduction
The Bologna Process is a massive reform of all European tertiary education, which if carried though will have far reaching implications for all its institutions. It aims to enable the creation of a single European higher education area by converging academic degree systems and quality assurance standards across Europe. The process will directly impact ICT adoption.

Highlights
Currently, HEIs see their IT function in a tactical way. The main focus is to keep internal costs down. Only if universities recognise the importance of a strategic alignment of the IT department across the whole university, can the evolution of HEIs IT deployments continue.
Although the general European economy is picking up again, the perception in the education sector is less optimistic. The good news is that the vast majority are not changing their IT budget reflecting a general willingness to make further investments. 19% are planning to increase their IT budget.
