True total consumption is, however, much higher, with data released by JTI suggesting the overall market is around 28.5-29.0 billion pieces, with contraband equivalent to around 19% of the market.
In July 2013 it was announced that excise rates for cigarettes will double at the beginning of 2014 and a further rise is expected in 2015. As a result, legitimate sales are set to decline although some growth is expected to return after 2018.
