BMI View: We retain our view in the 2016 annual report that Chad is one of Africa's most challengingmarkets for telecommunications investment and development. Mobile growth shows signs of decelerationand a challenging political environment will remain a key deterrent for foreign investment for upcomingyears. Furthermore, the operators are likely to turn away from expanding into rural areas and rather focuson expanding their networks in cities to offer higher value data services. Two of the largest operators -Tigoand Airtel have started offering 4G services in Chad, but BMI believes that the uptake of data services willbe slow. The wireline sector is a monopoly of the state-owned utility and lacks the resources needed todevelop advanced services. The broadband market is served by three alternative players, but these are verysmall and seemingly target a small group of large enterprises rather than average consumers.

- Wireline connections will contract from 22,129 in 2016 to 21,494 in 2020.

- Mobile subscriptions will increase from 5.97mn in 2016 to 7.34mn in 2020, representing a penetrationrate of over 48.0%.Broadband connections will rise from 27,191 in 2016 to 28,710 in 2020, but the launch of 3G technologyand access to regional submarine cable systems could cause us to revise this forecast upwards.
