The report addresses markets and technologies for Public Safety Communications (PSC) - P25 and TETRA. These two standardized LMRs are currently leading the PSC radio market. The report provides the estimate of the Potential Market (PM) for both technologies segmented by various geographical regions.

It also stresses the phased approach for P25 and TETRA developments; and includes the analysis of technologies specifics, their benefits and issues, major applications and the industry.

Both standards are in the development almost for twenty years; but major deployments of networks based on them started only five-six years ago. The pace of such deployments is not satisfying users and governments; besides there are several technological and regulation issues that are being uncovered in the process of developments.

The telecom and PSC organizations have defined Phase II requirements for both LMRs, though there are still multiple interoperability pilots and shipments of equipment did not reach a desirable size.

Meanwhile, the cellular industry identified its leader - LTE technology (and LTE-A). With LTE 3GPP standardization and the development of this technology to satisfy critical communications requirements, the fate of the whole P25/TETRA industry is uncertain in the moment: with a question whether these LMRs are already legacy technology; and will shortly be replaced by mission critical LTE (or some combinations of LTE with P25/TETRA). Both ETSI and U.S. standards organizations are looking for the possible migration paths from current LMRs towards broadband LTE (for example, TIA TR8 is working on P25 over LTE standards including some interfaces; 3GPP included work items in R12, which will address some critical communications features to be added to further integrate them into cellular-based networks; ATIS WTSC's SN and RAN subcommittees and TIA TR8.8 are collaborating on public safety mission critical PTT voice interoperation between LMR and LTE systems.)

So far, the U.S. is ahead of Europe in the process of LTE and PSC integration. The initial practical implications of such integration are not expected before 2016-2017.
