In 2013, Ofcom data showed that total mobile subscriber volumes fell for the first time since data collection was begun by the former communications regulator Oftel in the mid-1990s, falling by 0.4% to 83.1 million. Operator retail revenues also declined in 2013, falling by 2% as a result of falling messaging volumes, with consumers increasing utilising data-based messaging services.
