Malaysia’s telecommunication industry continued to evolve over the past 10 years. The growth of mobile telecommunication and increasing usage of VoIP has resulted to the decline of local fixed line business in 2008. Currently, growth in telecom industry is mainly contributed by the cellular segment, whilst the broadband market has been growing rapidly. In mobile service market, prepaid services have been the most significant driver of subscribers’ growth and injected a huge amount of revenue into the industry compared to postpaid.

As at Dec 2008, prepaid subscribers accounted for approximately 80.8% of Malaysia’s cellular phone users, while the remaining were postpaid subscribers. Malaysian Government has taken steps to embark on the implementation of the National Broadband Plan as a strategic step to propel the country into the knowledge-based society. The focal point of the broadband plan is the creation of a critical mass of broadband connections of 1.3 million or penetration rates of 5% by 2006, and connections of 2.8 million or penetration rates of 10% by 2008. Meanwhile, under the Ninth Malaysian Plan (2006-2010), the Government will allocate RM12.9bn to improve broadband connectivity with the goal of turning Malaysia into an international hub for information technology. The on-going high speed broadband (HSBB) project will also boost the country’s household broadband penetration to 50% by 2010.
