Key Findings

Sugar
•Of the xx companies that produce raw sugar in South Africa, Illovo Sugar Limited, TSB Sugar RSA Limited, and Tongaat-Hulett Sugar Limited have a combined market share of xx %.
•Three key drivers for sugar consumption include: a relatively high per capita consumption of sugar, the dependence of segment growth on population growth, and stronger industrial sugar consumption growth compared to direct sales.
•Three key restraints include: Health concerns on sugar consumption and potential government intervention, flat demand and reduced profitability for locally-produced sugar due to cheap imports, and adverse cost structures on sugar production.
•As a result, sugar consumption is expected to grow at a CAGR of xx % to reach xx tonnes by 2019. The forecast is, however, subject to weather conditions, additional cane planting, and increased local sugar production. Polyols

Polyols
•The majority of polyols consumed in South Africa are imported, however, Tongaat Hulett Starch does manufacture sorbitol at its Chloorkop facility in the Gauteng province.
•Three key drivers for polyol consumption include: Its role as a sugar substitute and ability to use a ‘sugar-free’ claim, the variety of health-related benefits (reduced calories, better blood glucose and insulin stability, and non-cariogenic properties), and array of functional benefits.
Three key restraints are: They are not locally manufactured and are more expensive than sugar; some polyols are less sweet than sugar and require the addition of non-nutritive sweeteners; and the overconsumption of polyols can produce gastrointestinal ailments.
•Polyol consumption is expected to grow at a CAGR of xx % to reach xx tonnes by 2019. Non-nutritive Sweeteners

Non-nutritive Sweeteners
•Non-nutritive sweeteners consumed in South Africa are imported and are much cheaper than sugar.
•Three key drivers for non-nutritive use include: Its cheaper price compared to other options, the combination of sugar and cost reduction, and the growth in the segment subsequent to the introduction of stevia in 2012 (although more from a revenue viewpoint, not volume).
•Three key restraints include: The aim to eliminate the ‘sugar-free’ claims made by products using these sugar substitutes as outlined in the proposed amendments (R.429) and to regulate the branding/naming of end products; exchange rate fluctuations due to the reliance on imports; and that some flavourings can be used as sweeteners.
•Using trade data as a basis, non-nutritive sweeteners are expected to grow at a CAGR of xx % to reach xx tonnes by 2019. This is due to uncertainty relating to proposed amendments by the Department of Health.
