The deployment of Fibre-to-the-Premises in greenfield estates is a fast-growing industry, supported by an updated regulatory regime and pricing models. Recent legislation provides the framework for all new major housing sites to be supplied with FttP infrastructure, or to be made ready (pit and pipe) for such deployment. In late 2014 new regulations were proposed which outline the responsibilities of NBN Co and Telstra for the provision of fibre in greenfield developments. With some of the aspects effective from March 2015, these updates were aimed at improving competition, minimising costs, and providing a level playing field for participants. Controversially, developers and home owners will be charged for the infrastructure costs in new housing developments.

NBN Co is the operator of last resort for housing developments where a commercial solution is not economically viable, while Telstra fills that role under certain conditions.
Following a period in which premises passed by fibre had no backhaul infrastructure in which to be connected, by April 2015 there were over 870,000 premises linked to the NBN. NBN Co planned to have work in progress which would connect over 3.1 million premises by the end of the September 2015. As a measure of progress since the slow impetus seen in 2011, in the third week of April 2015 alone almost 17,000 lots or premises were passed by the network, of which about 13,980 were in brownfield and 1,870 in greenfield areas.
