Summary

May 2016 saw a number of policy changes in the global renewable power market. In the Americas, the Maryland Governor in the US rejected the Renewable Portfolio Standard (RPS) bill. The Massachusetts Telecommunications, Utilities and Energy (TUE) committee agreed to a comprehensive energy bill to foster offshore wind power development; the Maine Senate passed the Energy and Water Development Appropriations Act providing support to crucial water infrastructure and renewable energy projects in the state; and the New Energy Affordability Policy was set forth by the New York Governor to offer savings to households statewide. The country’s New Hampshire Governor signed House Bill (HB) 1116 (Net Metering) into law too. Meanwhile, Argentina launched its one Gigawatt (GW) renewable energy auction to boost renewable energy growth, and the Canadian natural gas utilities aim for renewable natural gas (RNG) content, and Mexico plans to hold its second renewable energy auction in September 2016.

In Asia-Pacific, Lakshadweep turned out to be India’s first union territory (UT) to sign the ‘24x7 Power for All’ document. The Indian Ministry of New and Renewable Energy (MNRE) introduced a program on ‘Off-Grid and Decentralized Solar Applications’ to boost the growth of solar and wind energy in rural regions. Japan witnessed an amendment of the Port and Harbor Law to boost offshore wind development. For 2016-2017, Queensland Australia’s solar Feed-in Tariffs (FiTs) increased for its regional customers.

In Europe, the Middle East and Africa, the wind energy sector called upon the European Commission (EC) to look into the new Polish wind law to limit the siting of wind farms. In the UK, the government proposed a drastic FiT slash for Anaerobic Digestion (AD), and the country’s Energy Bill becomes law. Denmark witnessed the end of the 60/40 support system for solar Photovoltaic (PV) power plants, while bids for large-scale solar power projects open up in Zambia and witness low tariffs.
