The construction works index plunged by 17.2% y/y in Q4, which is a better performance than the 21.6% y/y drop in the previous quarter, but full year decline reached 15.1% y/y in 2009. The volume of works was however still above the level of 2007 and the 15.1% y/y decline in 2009 did not offset the 26.9% y/y advance in 2008. The constructions sector generated 13.6% y/y less value added last year, while the country's GDP shrunk by real 7.1% y/y. Prospects for the sector remain uncertain in the short run, as under the current economic environment foreign investors are still reluctant to returning on the market and new private projects are very few, while most of those started in the previous years were already completed. Furthermore, the authorities' attempts to help the construction sector revive did not produce the intended results. The works at major infrastructure projects are still lagging and prospects are rather pessimistic, as financing will remain rather thin this year, too, given the budget constraints. The amount earmarked for construction of highways in 2010 is insufficient for completion of the planned 101km of motorway, the authorities said. Works at the Brasov-Bors motorway are currently facing a deadlock, as the government earmarked no financing this year and Bechtel warned of firing all the 11,000 employees involved in the project. On the other hand, the government managed to obtain a EUR 340mn loan for the construction of a new underground route in Bucharest and works at two new subway sections are expected to start this year. There are still hopes for provision of financing for infrastructure projects this year and these are linked to the formation of a state investment fund, endowed with the minority shares still in state's hands, which will engage in large projects. However, the final version of the functioning strategy is not yet ready.
