BMI View:

We expect Sri Lanka's construction industry to grow by 8.0% in 2016 and 2017, up from 4.6% in 2015, as investors return to Sri Lanka amid a more stable political environment. The government's commitment to renegotiate mutually beneficial agreements with Chinese developers (on key projects such as the Colombo International Financial City) will instil confidence and re-attract Chinese investors who were spooked by the policy U-turn in March 2015 after President Sirisena took office in early 2015.

- Sri Lanka's Urban Development Authority, the Ministry of Megapolis and Western Development and China Harbour Engineering Company have signed a tripartite deal to replace a controversial agreement to build a port city. The USD1.4bn project involves the reclamation of 2.69sq km adjacent to the main harbour in Colombo. India objected to the original agreement, signed in 2014, after a provision granting freehold rights over the reclaimed land was given to the Chinese company. Under the revised deal, the firm will be granted new land on a 99-year lease instead of the freehold. The project has also been renamed from Colombo Port City to Colombo International Financial City. 'India had a big concern about giving freehold land to China near the Colombo harbour,' said Rajitha Senaratne, a government spokesperson.

- The Asian Development Bank (ADB) signed a USD128mn loan agreement with the government of Sri Lanka to finance safe water and wastewater management in the Sri Lankan capital city of Colombo and its suburbs. The agreement is the third tranche loan for the third phase of the Greater Colombo Water and Wastewater Management Improvement Investment Programme. The project involves upgrading the city's water system to ensure continuous day and night water supplies, as well as construction of a sewer system in unserved areas of Kirulapone. Work will be carried out by the Colombo Municipal Council (Economy Next).
