BMI View:
High-speed broadband services are the main driver of growth in Norway's otherwise staid telecoms market. Fibre and mobile broadband are supplanting lower-bandwidth accesses and users are generating more non-voice traffic than ever before. Mobile subscription growth has stagnated and will not be mitigated by Ice's move to consumer smartphone services or Get's foray into quad-play. Regulator Nkom will auction spectrum in 2017 but we see little interest from new players given consumers' reluctance to switch service providers. Fixed broadband offers the greatest opportunities for competition.

- There were 5.7mn mobile subscribers in Norway as of September 2016, down slightly y-o-y as the market for core services stagnates and demand for dedicated mobile broadband connections declines. The wireline broadband market continues to grow, with fibre and digital cable gains offsetting xDSL losses, but the declining dedicated mobile broadband segment could be problematic.

- The fixed voice market continues to decline, falling below 0.9mn for the first time as new players focus on broadband and pay-TV services and as market leader Telenor cannot bundle services to stem its losses.
