Brazil has one of the largest broadband markets in Latin America, though broadband penetration is only slightly above the Latin American average, trailing behind neighbouring Chile, Argentina, and Uruguay.

Substantial investments and regulatory reforms were implemented before the FIFA World Cup was held in 2014 and again before the 2016 Olympic Games. The Games stimulated investment in infrastructure, though the chief beneficiaries were the host cities rather than the country at large. This telecom infrastructure is one of the positive legacies of the Games, given that many of the sports sites themselves have fallen into disuse and disrepair.

Another major development is the construction of new submarine cable networks, including the Atlantic Cable System (ACSea) linking Brazil with the USA, Europe, Africa, and several Latin American countries. When completed, it will substantially increase bandwidth and reduce broadband prices in Brazil.

Oi is the leading broadband network operator, closely followed by Net, Vivo and GVT. Oi and Vivo, which use mainly DSL technology, have been losing market share to Net and GVT, which offer faster connections the first over HFC cable, the second over a NGN network with a Fibre-to-the-Cabinet (FttC) architecture.

As of early 2017 Oi was still under bankruptcy proceedings, though the company is maintaining services to customers and is looking to invest in infrastructure to retain its place in the market in future.
