Market consolidation as VIPNet absorbs regional cablecos
The Croatian telecoms market has been influenced by the country having joined the European Union in July 2013. This necessitated a range of measures aimed at market liberalisation and the creation of a regulatory environment conducive to competition. Alternative operators have entered the market and launched competing services in the fixed-line market. Both alternative operators and the incumbent are investing in network infrastructure to support bandwidth-intensive services such as broadband access and triple play.

Broadband penetration in Croatia is the highest in the Balkans region, with access platforms including ADSL2+, cable, FttX and WiMAX. ISPs have focused on increasing broadband uptake, with hopes of generating additional revenue through sales of IP-delivered services and bundled offers. The Digital Terrestrial TV market has matured, with analogue switch off having taken place.
The mobile market is one of the most highly penetrated in the Balkans region. Three Mobile Network Operators and a number of Mobile Virtual Network Operators have launched services, though the market is dominated by only two network operators. With declining revenue from the competitive mobile voice market, these players have focused on improving ARPU by encouraging prepaid subscribers to migrate to postpaid plans and developing mobile broadband offerings.
