There was a slowdown in growth of cigarettes before the anti-smoking law. Between 2009 and 2012, it recorded a 1 to 2% decline in volume terms each year. Since 2013, the volume drop intensified, reaching -9% in 2014. This was due to the anti-smoking legislation, higher taxes, increased health awareness and changing attitudes to smoking. However, the smoking prevalence remained high in Russia; 39% of the total adult population in 2014.
