Executive Summary
The value of Europe’s mobile market has shown consistent but slower growth for several years. This slowdown has largely been due to intensifying competition which has led to falling prices for voice minutes, as well as regulatory measures which have reduced roaming and interconnection charges. This negative impact has been compensated by increased consumer use of mobile data services.
In response to this trend, mobile network operators (MNOs) have during the last few years focused their efforts on migrating prepaid users to contract plans, commanding higher ARPU and higher average use, and on cultivating high-end mobile services among subscribers. These efforts will continue as MNOs move forward. To support this, most CAPEX is being channeled to upgrading networks to utilise HSPA and LTE technologies, and to investing in spectrum licences as they become available.
These upgrades, having considerable implications for revenue, business models and investment opportunities, will be paramount during the next few years if MNOs are to avoid further capacity restraints on their stretched networks. To alleviate the burden, an increasing number of operators have abandoned offers of unlimited data use, instead reverting to caps of about 500Mb/s per month. Although mobile broadband revenue has doubled annually since 2007, the sector still only accounts for no more than 10% of total revenue. Considerable further growth is anticipated to the end of the decade.
Mobile operators have similarly expanded their interests in the fixed line sector. Led by Vodafone, which now operates IPTV, broadband and telephony in several European markets, this diversification has extended the revenue base and so weakened the continuing financial impact from falling mobile voice revenue.
The financial difficulties experienced by all main cross-border MNOs in Europe in the wake of the continuing global economic crisis has led to their major strategic restructures and reviews of international commitments. Two of the main players, T-Mobile and Vodafone, have recently withdrawn from significant international markets (T-Mobile selling its US interests, and Vodafone selling interests in France, China and Japan). By contrast, TeliaSonera has expanded in Central and Eastern Europe, as well as in Eurasia, while Telefónica has skilfully used its advantages of language and cultural ties to consolidate its position in Latin America. As mobile software, technologies and applications steadily lessen the difficulties inherent in managing international businesses, players which recede from their global aspirations risk limiting their growth opportunities in coming years. Yet despite some retrenchments, Europe’s mobile operators remain a keystone for investors and for opportunities in developing markets alike.
MVNOs, offering own-branded mobile subscriptions and value-added services, have had a significant impact on the market generally, and on the operating behaviour of the host MNOs. Many of the latter have entered the field by buying up MVNOs and resellers, and so can tap into a low-cost segment while retaining their high-end brands. Nevertheless, MVNOs have succeeded in exploiting niche markets and novel business models. Some MVNOs have fruitfully targeted expatriate communities, while others have emerged as offshoots from large retailers (particularly in the UK, Germany, France and Spain). Sympathetic regulatory measures have helped the MVNO and reseller sector prosper, and during the next few years some markets will see them command up to a third of mobile subscribers.
During the next few years subscriptions to bundled services will dominate consumer relations with telcos. The convergence of services has been mirrored by operators establishing themselves in sectors other than their core ones, with the result that quad play (generally including mobile telephony) has become common, though generally the dynamics of individual markets have determined the proportional dominance of double play, triple play and quad play offers.
Almost two-thirds of households take both fixed-line and mobile telephony, while almost 45% subscribe to a bundled package from a single provider. In addition, about 55% of households have a broadband connection: the growth in broadband adoption has been crucial for the take-up of bundled services and the development of the region’s digital economy. Overall, broadband access increased 7% in 2010, with the strongest development in countries such as Latvia, Romania, Portugal, Finland, Lithuania, the Netherlands and Greece. Similar growth is expected for 2011 and 2012 in markets with lower broadband penetration.
Broadband is still dominated by DSL, which accounts for about 62% of connections in the region, while cable broadband (with an average of 17% of connections) is more common in a number of markets such as Hungary. FttX is a growing sector, accounting for only 2% of connections on average but expected to dominate most markets by 2020 as DSL subscribers migrate to fibre.
What will characterise these networks in coming years is higher capacity as telcos strive to keep pace both with consumer demand for bandwidth and with ambitious government broadband strategies. These initially focussed on universal availability but have increasingly called for improved quality of connection to facilitate the growth of national digital economies. As such, the cable sector – which continues to undergo consolidation with larger players acquiring smaller operators and so benefitting from improved scale and geographic reach – has largely been upgraded with DOCSIS3.0.
The bundling of services has transformed the telecoms and TV broadcasting industries, bringing players in both sectors together as direct competitors in the market. The process has required a significant realignment of the organisations involved. The market for digital media services in Europe is vast, and so the sector will continue to attract considerable investment.
By the end of 2012, digital terrestrial TV (DTTV) will be available in almost all homes as the most EU countries will have switched from analogue broadcasting. By the end of 2011, 20 European countries will be fully digitised, while at least three have deferred ASO to 2014. Some analogue services will remain in tandem, depending on the business plans of individual operators.
A key benefit of ASO is the release of sub-GHz spectrum – the digital dividend – which in most markets has been assigned to mobile broadband services. With this spectrum assignment in place, the wider availability of 4G (LTE and WiMAX) will deepen the range and capabilities of the region’s digital economy, secure new revenue streams for players, and provide new service benefits for consumers and governments alike.
