Policy towards private enterprise and competition

2017-18: Limited improvements to regulatory environment for businesses amid broader uncertainty. State-controlled institutions increase their presence in some industry sectors, including banking.

2019-21: Renewed efforts at deregulation of professional services start to improve the competitive environment in formerly protected industries, reducing costs for businesses.

Policy towards foreign investment

2017-18: Uncertainty over aspects of the legal framework, tax policy and the role of democratic institutions deters some investors. Progress on privatisation comes to a halt as the government seeks to control strategically important sectors.

2019-21: EU action to enforce fair treatment reduces bias against foreign suppliers for public procurement contracts.

Foreign trade and exchange controls

2017-18: Trade barriers on exports to Russia are maintained. Polish exports to the UK are affected by a slowdown in the UK economy as Brexit approaches. Poland seeks further export diversification. Risk of US-sparked global trade tensions.

2019-21: EU maintains focus on further bilateral trade deals. Risk of no UK-EU deal causing wider disruption to trade.


2017-18: Government tax increases target large, often foreign-held, firms to finance welfare spending plans. Extension of higher value-added tax (VAT) rate to 2018. Expected rise in fuel taxes to offset lost revenue from delayed retail tax.

2019-21: Pressure for fiscal consolidation likely to grow. Previously planned cut in VAT takes effect.


2017-18: Decision not to proceed with conversion plan of foreign-currency-denominated mortgages bolsters sentiment and bank profitability forecasts, supporting outlook for credit growth and helping to offset impact of the 2016 tax on bank assets.

2019-21: The fund set up to restructure foreign-currency-denominated loans works at full capacity and helps to clean balance sheets. As policy improves, more companies raise finance via the stockmarket or by issuing corporate bonds.

The labour market

2017-18: Legislation introduced in 2016 makes it more difficult for employers to dismiss workers. Reduction in the retirement age from late 2017 dampens employment and labour participation trends, and raises pension financing risks.

2019-21: Risk of emerging skills shortages rises amid labour market tightening. The labour code remains restrictive, despite exhortations from the European Commission and business groups. Unit labour costs remain well below OECD average.


2017-18: Efforts to diversify Poland's energy supplies away from Russia continue. An agreement is signed on the Baltic Pipe, which will transport gas from Norway to Poland via Denmark. Risk of disruptions to gas supply is reduced.

2019-21: The EU's EUR86bn (US$96bn) 2014-20 structural funding programme leads to improvements in infrastructure.
