  • The unexpected victory for Mahathir Mohamed's Pakatan Harapan (Alliance of Hope) in May's national election will affect Malaysia's energy policy. Dr Mahathir's election manifesto called for the re-introduction of fuel subsidies and higher royalty payments for Malaysia's oil and gas producing states, such as Sabah and Sarawak, to fund regional development.
  • The energy sector is a major contributor to the Malaysian economy, with mineral fuels, consisting of refined petroleum, liquefied natural gas (LNG) and crude oil, accounting for 14% of total export earnings in 2016. However, this figure was down from 16.5% in 2015 (and 22% in 2014), reflecting the decline in global commodity prices. In the first ten months of 2017 sales of mineral fuels edged back up to account for 15.3% of total exports, helped by a strengthening in global energy prices.
  • In his previous spell as prime minister, Dr Mahathir proved to be a pragmatic, expedient leader and a Malaysian nationalist. Such traits are likely to see energy revenue derived from rising oil prices used to fund policy initiatives such as the cut in sales tax. There may also be a reduction in energy ventures involving China.
  • Although Malaysia is expanding its LNG facilities, the country will face increasingly strong competition from other LNG-exporting countries, such as Australia and the US, where output is growing more rapidly. Malaysia's national gas company, Petronas, will buy a 25% stake in a Canadian LNG export facility, in Kitimat (British Columbia).
  • Energy consumption continues to grow, due to a healthy economy, and stood at an estimated 92,123 kilotonnes oil equivalent (ktoe) in 2017. Rising incomes and solid economic growth will continue to drive energy demand in 2018-22; Malaysia's total energy use is expected to be around 109,249 ktoe by the end of the forecast period.
  • Malaysia has one of the highest levels of energy consumption per head among the Association of South-East Asian Nations (ASEAN), at an estimated 2.9 tonnes oil equivalent (toe) in 2017.
