Outlook for 2017-21



  • The African National Congress (ANC) will remain in power, but internal divisions will deepen between supporters and opponents of the president, Jacob Zuma, who continues to face allegations of corruption and impropriety.
  • The ANC's five-yearly electoral summit in December 2017, when it will select a new leader to replace Mr Zuma, will dominate the political scene. Mr Zuma will stay on as president until 2019, barring his early retirement.
  • Real GDP growth will recover slightly to 0.8% in 2017 as agriculture rebounds from drought. Prospects for 2018-21 remain relatively weak but with an improving trend due to higher infrastructure activity.
  • Inflation will ease to 5.6% in 2017, as food prices stabilise, despite higher oil costs. Inflation is forecast to stay close to this level in 2018-21.
  • The rand will remain vulnerable to local and global uncertainties. We expect the rand to average R15.87:US$1 in 2018, before a more gradual fall to R20.5:US$1 in 2021.
  • The current-account deficit will widen to 3.8% of GDP in 2017 and 4.7% of GDP in 2020, before narrowing to 4.3% of GDP at the end of the period because of an improved trade balance.

  • Campaigning ahead of the ANC's electoral summit in December is gathering momentum as the two leading candidates (Cyril Ramaphosa and Nkosazana Dlamini-Zuma) bid to gain the backing of ANC branches.
  • The Financial Sector Regulation Act, signed into law in August, will transform the regulatory environment by creating two new bodies, although the modes of financing the new structure have still to be finalised.
  • Real GDP growth edged up to 1.1% year on year in the second quarter, underpinned by a strong performance in farming. Growth rose to 2.5% on a seasonally-adjusted, annualised basis, thereby lifting South Africa out of a technical recession.
  • Mining output grew by 0.9% year on year in July, the slowest so far in 2017, while manufacturing production shrank by 1.4%, a fourth consecutive month of contraction, underlining the subdued growth environment.
  • Consumer price inflation retreated to 4.6% year on year in July, a 22-month low, because of the moderation in food prices stemming from a return to near-normal rainfall, although July's low figure partly reflects base-level effects.
  • The rand weakened slightly to R13.23:US$1 in August from R13.14:US$1 in July, but remained stronger than a year earlier by a 3.7% margin.
