Outlook for 2017-21

  • Tensions in the northern Rif region remain high, but overall stability in the country will not be threatened. Demands for higher living standards will put pressure on the regime, which will respond with modest reforms.
  • The governing coalition formed in March is broader and more fragmented than the previous government, which will limit the powers of the main party, the Parti de la justice et du développement, and slow policymaking.
  • The kingdom will increasingly assert its role as a diplomatic and economic power in Sub-Saharan Africa. The EU will remain Morocco's main trade and investment partner, but the Western Sahara dispute will strain diplomatic ties.
  • The fiscal deficit will narrow gradually over the forecast period, from 3.7% of GDP in 2017 to 3% of GDP in 2021, as the authorities pursue fiscal con-solidation but are constrained by the need to placate a restless population.
  • Real GDP will expand by 3.4% a year on average in 2017-21, supported by services and manufacturing. Agricultural production will remain a key determinant of GDP growth, despite ongoing efforts to diversify the economy.
  • The current-account deficit will widen to an average of 5.7% of GDP in 2017-21 as demand for capital goods boosts import spending.


  • On August 29th several activists who had been arrested in relation to the wave of protests in the northern Rif region were sentenced to 20 years in prison. The event sparked another round of protests in the region.
  • On August 20th, for the public holiday commemorating the "revolution of the king and the people", King Mohammed VI pardoned 415 people convicted of various crimes, unconnected to the Rif protests.
  • In its annual Country Reports on Terrorism, the US State Department's Bureau of Counterterrorism and Countering Violent Extremism acknowledged Morocco's efforts to prevent and counter terrorism.
  • A new study on Moroccan youth by the High Commissioner for Planning has shown that literacy rates and education levels among 15-24-year-olds have increased since 2004.
  • Morocco's central bank, Bank al-Maghrib, has allowed Islamic banks to open bank operations in the country for the first time.
  • On August 15th a UK-based oil and gas firm, Sound Energy, announced that equipment for new exploration activities in the Anoual and Matarka licence areas in the east of the country had arrived in Morocco.
