  • The president, Lenín Moreno of the left-wing Alianza País (AP), who assumed office in May 2017, will face short-term political challenges alongside a large fiscal deficit and growing public debt. He is attempting to reduce the influence on Ecuadorean politics of his predecessor, Rafael Correa (2007-17), through a referendum on constitutional reform, set for February 4th 2018, which The Economist Intelligence Unit expects him to win. Mr Moreno lost control of AP's majority in the National Assembly (74 of 137 seats), following a breakaway of AP legislators loyal to Mr Correa. However, he will work with the opposition, primarily with the centre-right Partido Social Cristiano (PSC), to promote his agenda.
  • Modest oil prices, slow economic growth and unsustainable fiscal deficits, financed via expensive external debt, will oblige the government to promote public-private partnerships and pursue business-friendly reforms. Despite a mild overall rise in taxation, Mr Moreno will prioritise social spending so as to protect against social unrest.
  • A weak recovery in oil prices in 2018 will oblige the government to cut capital spending and reduce the fiscal deficit in order to curb a rise in the public debt/GDP ratio. The government will choose a privatisation programme and public-private partnerships over outright austerity to prevent a recession; subsequent growth rates will be weak. The current-account deficit will deteriorate in the short term, peaking at 2.3% of GDP in 2018, but will narrow to below 1% by 2022. Mr Moreno will protect dollarisation, which remains popular.
  • Population growth is slowing owing to a falling birth rate and continued, albeit lower, emigration. However, at an average rate of 1.4% per year in 2018-22, population growth will be on a par with that of neighbouring Andean nations.
  • Ecuador is one of the smallest markets in our business environment rankings, accounting for less than 0.1 of a percentage point of global GDP and a similar share of global exports. However, its significant mineral reserves will continue to attract oil and mining investors, and we expect the domestic market to grow moderately.
  • Low levels of productivity and a wealth of natural resources offer scope for Ecuador to catch up with more developed countries, if policies are implemented to transform its resource wealth into productive investment in other sectors. We expect income levels to remain below OECD levels in the long term.
