Policy towards private enterprise and competition


2018-19: The Kuwait Authority for Partnership Projects moves forward tentatively with the tenders process for a number of public-private partnership (PPP) projects.


2020-22: A wave of privatisation is expected, including management of ports and airports and minority stakes in a number of state-owned oil companies in the downstream and oil services sectors.


Policy towards foreign investment


2018-19: Despite a more permissive climate, allowing 100% foreign ownership in most sectors, new foreign direct investment (FDI) remains relatively weak. Oil prices and regional instability dampen investor confidence.


2020-22: FDI picks up further as foreign companies participate in tenders for major projects, including in the new Northern Gulf Gateway. Foreign oil companies become more involved in developing northern fields and offshore exploration.


Foreign trade and exchange controls


2018-19: The boycott of Qatar stalls further progress on trade liberalisation within the GCC and with the region's external partners.


2020-22: If there is a resolution of the Qatar dispute then a GCC-UK free trade agreement may be signed and progress finally made on vital but long-stalled agreements between the GCC and the EU and China.


Taxes


2018-19: Value-added tax (VAT) is introduced in 2019 at a rate of 5%. Other taxes are considered, including on expatriate remittances.


2020-22: A recovery in oil revenue reduces the impetus to fundamentally change the tax structure in Kuwait.


Financing


2018-19: The banking sector continues to expand with new regional and international entrants. The categorisation of Kuwait as an emerging market boosts foreign investment inflows into the stock market.


2020-22: New rules on bank governance and regulation facilitate the introduction of a broader range of financial products.


The labour market


2018-19: "Kuwaitisation" targets for the employment of Kuwaiti nationals make headway, with policies to boost the share of nationals in the public and private sector.


2020-22: Kuwait's dual labour markets remain split as private-sector development fails to absorb sufficient numbers of Kuwaiti nationals. Unemployment rises as new entrants remain reluctant to work in the private sector.


Infrastructure


2018-19: Vital new terminals are completed in the airport. Long-delayed projects in power, health and transport receive new impetus but are nonetheless constrained by low oil prices and bureaucratic hurdles.


2020-22: Construction finally gets under way on the metro and rail network.


Technological readiness


2018-19: Mobile operators will begin rolling out infrastructure for 5G and some may launch services by end-2019.


2020-22: Investment in cyber security will become increasingly critical for the government and major private-sector firms.
