Scope
- The SEPA Instant Credit Transfer (SCT Inst) service has been available in France since November 2018. It enables individuals to transfer a maximum of EUR100,000 ($122,281.12) within 10 seconds. Funds can be transferred instantly 24 hours a day, seven days a week, 365 days a year. In July 2020, a group of 16 European banks from France, Germany, Spain, Belgium, and the Netherlands announced the future launch of a European-level unified payment system called the European Payments Initiative (EPI). The new solution aims to create a unified payment solution leveraging existing SCT Inst infrastructure; it also plans to offer cards and digital wallets for consumers and merchants across Europe. The solution will cover all types of transactions, including in-store, online, and P2P payments using payment cards and digital wallets, as well as cash withdrawals. In February 2022, the EPI Interim Company announced that while most participating banks from France, Germany, and Belgium have confirmed their willingness to proceed with EPI, banks from other countries are uncertain about their future participation.
- Banks in France are increasing account fees each year. According to the country’s Financial Sector Advisory Committee (CCSF), average account maintenance fees increased by EUR0.45 ($0.55) in 2020 and by EUR0.35 ($0.43) in 2021. The CCSF noted that for online-only banks, these costs are almost three times lower on average compared to traditional banks. These increases have prompted consumers to switch to low-cost bank accounts, which could further popularize the digital-only banking model.
- Germany’s N26 is an app-based bank that launched in France in January 2017. It offers a free bank account and Mastercard debit card, as well as free real-time fund transfers. As of June 2021, the bank had 2 million customers in France. Meanwhile, in December 2020, BNP Paribas’s digital-only subsidiary Hello bank! launched a Visa-branded dual-functionality card called Hello Prime Virtual card to capitalize on the growing number of online payments. La Banque Postale’s digital-only subsidiary Ma French Bank offers credit cards as part of its account package. Credit limits vary from EUR1,000 ($1,222.81) to EUR5,000 ($6,114.06). Card holders also get cashback on credit card purchases made at partner retailers.
