The construction industry in the UAE is estimated to have expanded by 2% in real terms in 2022, supported by a rebound in economic activities, amid the easing of Coronavirus (COVID-19) related business and travel restrictions, coupled with improvement in the country’s oil receipts. The industry is expected to expand by 3.3% in 2023, supported by the government’s continued focus on infrastructure investments. In October 2022, the UAE Cabinet approved the AED252.3 billion ($68.7 billion) Federal Budget for 2023-26, which includes an expenditure of AED2.4 billion ($653.5 million) for infrastructure and economic resources. Later, in December 2022, Sharjah’s ruler approved the emirate’s AED32.2 billion ($8.8 billion) budget for 2023, with 35% of the budget allocated towards infrastructure and capital projects. The UAE’s construction industry is expected to register annual growth in the range of 3.7-4.2% from 2024 to 2027, supported by investments in infrastructure, renewable energy, oil and gas, housing, industrial, and tourism projects. In November 2022, the state-owned oil company Abu Dhabi National Oil Company (ADNOC) announced a plan to invest AED550.9 billion ($150 billion) in capital expenditure over the next five years. Moreover, to meet the rising global energy demand, the company has brought forward its target to produce five million barrels of crude oil per day, from 2030 to 2027. In another recent development, ADNOC reported in early January 2023 that it will invest AED55.1 billion ($15 billion) in its low-carbon projects by 2030. Among others, the investments will be made in renewable energy and carbon capture and storage (CCS) projects.
