However, it's worth noting that since 2014, the Croatian paper market has been on a slight decline, decreasing at an average rate of 1.9% per year. In the 2023 rankings, Croatia held the 26th position. Ireland surpassed Croatia in 2023 with paper sales also totaling around €491 million. Leading the rankings were Italy, Finland, and France, which secured the second, third, and fourth spots, respectively.
