In 2023, Luxembourg and Denmark led the EU with 25% of individuals purchasing computer software online. The Netherlands followed closely at 24%, while the United Kingdom reached 23%. Germany and Norway, despite being outside the EU, had a 20% share. Finland (19%) and Sweden (17%) showed moderate engagement, whereas Austria, Estonia, France, and Belgium had lower figures, ranging between 10% and 14%. Malta and Spain were the least active, with 9% and 8% respectively.
