This represents an average annual decline of approximately 11%. The trend continues a long-term decrease in demand, which has fallen by nearly 2% annually since 2000. Conversely, Ukrainian fuel exports are on a steep upward trajectory. By 2028, exports are expected to soar to about 490,000 cubic meters, a notable increase from the 380,000 cubic meters projected for 2023. This marks an average annual growth rate of 4%. Despite this recent surge, the long-term outlook for Ukrainian fuel supply has been less optimistic. Since 2000, the country has seen an average yearly decline of over 18% in its fuel exports.
