Germany leads the way in Europe, with expenditures of €7.3 billion in 2021. France, Spain and Switzerland come in second, third and fourth, respectively. Lithuania showed the biggest year-on-year growth, up 13.1%, while Slovenia had the biggest decline, down 65%.
