European Non Means-Tested Gross Social Protection by Country

In 2023, Iceland led European countries in non means-tested gross social protection as a percentage of GDP at 29.83%. Norway and France followed closely with values over 29%. Countries like Latvia, Romania, and Ireland were at the lower end, with Ireland recording the smallest percentage. Year-on-year variations showed significant increases for Iceland (9.68%), Lithuania (5.56%), and Ireland (5.51%), indicative of strengthening social protection measures. Poland also saw a significant rise at 5.63%.
