Despite this increase, there has been a historical decline, with demand falling by an average of 3.6% per year since 1995. In the year 2023, Albania ranked 13th in hydro power consumption, with Serbia slightly ahead at the same figure of 25,600 terajoules. The leading countries in this sector were Sweden, France, and Italy, occupying the second, third, and fourth positions respectively. On the production front, Albania's hydropower generation is also expected to grow at an average annual rate of 1.3%, reaching around 27,700 terajoules by 2028 from approximately 25,550 terajoules in 2023. Similar to consumption, hydropower supply has also seen a decline, averaging a 3.7% yearly decrease since 1995. In 2023, Albania again held the 13th position in hydropower generation, with Serbia ahead at 25,550 terajoules. Sweden, France, and Italy maintained their ranks as the second, third, and fourth largest producers in the sector.
